CITY OF PARMA HEIGHTS, OHIO
Community Development Block Grant
American Recovery and Reinvestment Act of 2009

The City of Parma Heights is eligible to apply for $500,000 in Federal American Recovery and Reinvestment Act funds allocated to the Community Development Block Grant Program administered by the Cuyahoga County Board of Commissioners through the Department of Development. The Department of Development proposes to grant at least one award in the amount of $500,000.  The Department also proposes to allow the Sanitary Engineer to apply for a currently planned major project within the Urban County and the County’s Facilities Manager to apply for the installation of a wind turbine. Urban County Communities will apply during a Special Competitive Grant Funding Round for a maximum grant amount of $500,000 for a major infrastructure project.  Major infrastructure projects include: road reconstruction including base, under drains, curbs, road resurfacing and sanitary sewers.  Shovel Ready Projects will be given preference.  Grant applications are due at noon on July 2, 2009. Grant awards will be announced September of 2009.  After meeting with City Engineers and the Department of Development, it was determined that Parma Park Blvd. would be a Shovel Ready Project which meets the requirements of Recovery Act Funding. The Cleveland Water Department will be replacing water lines on Parma Park Blvd.  The project will commence in mid-to-late July and is anticipated being completed in October 2009.  If the City is successful in obtaining these grant funds, we would be eligible to reconstruct the entire surface of Parma Park Blvd. after water line installation. An Important Message on Fair Housing:  The City of Parma Heights’ official position on Fair Housing is that we are a community that is open and accessible to any and all persons without exception or exclusion. Our first Fair Housing resolution was adopted in 1968. In 1996 the City adopted a Fair Housing ordinance, which strengthened the original resolution. The Fair Housing ordinance has as its purpose to provide for Fair Housing throughout the city, to assure that all persons have full and equal opportunity to consider all available housing for themselves and their families within the city without being discriminated against on the basis of race, color, religion, sex, ancestry, handicap, familial status or national origin and to promote a stable racially integrated community. Also, included in the Fair Housing ordinance has been the creation of a Fair Housing Review Board to mediate any complaints of discriminatory housing practices. The purpose of this message is to remind all of our residents of this community’s nearly forty-year history of pledging to be an open community.
