Parma Heights' Service Department serves our town by responding
to the needs of our residents from catching stray pets to patching
pot holes to planting trees on tree lawns to picking up leaves
in the fall...the list is endless. The entire scope of the work
performed by our service department is as lengthy and as varied
as the needs of our residents.
Our town has a long tradition of excellent services, particularly
during those inevitable "lake effect" snowstorms. Quick
and thorough snow plowing on city streets has been a hallmark
of the current administration. Barring a sudden snowstorm during
or just prior to the morning rush hour, city streets should be
clear enough to permit our residents to get to work or school
during the morning.
While the City does not operate its own in-house refuse collection
service, this service is provided in a consistent and reliable
manner on a weekly basis by private contractors.
REFUSE COLLECTION:
All refuse should be placed within
five (5) feet of the curb by 7AM on the day of regularly scheduled
pick-up. Refuse should be placed in standard containers or plastic
bags with a capacity no less than 20 gallons, but no more than
35 gallons, not to exceed 60 pounds in weight. Hedge clippings,
limbs and branches must be securely tied and not exceed 4 feet
in length or 35 pounds in weight. All furniture, household appliances,
hot water tanks will be accepted, on the day of normal service.
CITY ORDINANCE 965.08 PROHIBITS refuse from being placed out for
collection prior to 4:00 PM the day before the scheduled collection
day. Empty cans should be removed from the tree lawn within twelve
hours after pick-up. Refuse Pick-up Schedule & Recycling Guide.
RECYCLING: Parma Heights Service Department employees perform the curbside pick-up of recyclables. The following changes were made to our recycling program. Recyclable plastics and aluminum cans are to be put out for collection in SEPARATE “blue bags” or you may use separate containers marked “Recyclables” in one-inch letters.
Please note that glass is no longer accepted as a recyclable material. The City of Cleveland does provide drop off locations for glass should any resident wish to drop off their glass. The locations closest to Parma Heights are: Estabrook Recreation Center – 4125 Fulton Avenue; Ridge Road Transfer Station – 3727 Ridge Road; Drug Mart – 4170 Fulton Avenue.
Newspapers, magazines, catalogs and residential mixed paper (junk mail) should be either tied or in paper bags. Cardboard should be placed out SEPARATELY either tied in 3’x3’ sections or placed in brown paper bags. All recyclables should STILL be placed four feet to the right of the regular refuse. Refuse Pick-up Schedule & Recycling Guide.
PAPER RETRIEVER PROGRAM: Paper Retriever Program bins are located at the following locations in Parma Heights.
- Divinity Lutheran Church – 11877 Blossom Avenue
- Holy Name H.S. – 6000 Queens
- Incarnate Word Academy – 6618 Pearl Road
- Parma Park Elementary – 6800 Commonwealth
- Parma South Presbyterian Church – 6155 Pearl Road
- St. John Bosco Church- 6480 Pearl

Schools, churches, and other community groups can raise money by hosting a Paper Retriever bin in their parking lot where the public can drop-off household and business paper for recycling. The Paper Retriever Program is sponsored by Abitibi Consolidated the world's largest newsprint recycler and newsprint producer. Abitibi started this collection program to obtain the paper they need to make new recycled paper. The program is available in many U.S. cities.
